Abia State-May 10, 2025 | In a rare policy twist that has stirred excitement and debate across Abia State, Governor Alex Otti, OFR, has granted automatic employment to 19 outstanding participants of the state's recently concluded digital skills training programme-without interviews or applications.

The bold announcement came during the graduation ceremony of the "Abia TechRiseÔÇØ ICT empowerment programme, held on Saturday, May 10, at the JAAC Building Secretariat in Umuahia. The programme, a collaboration between the Abia State Government, the 17 Local Government Mayors, and LearnFactory Nigeria, was designed to upskill youths in critical 21st-century digital competencies.

Governor Otti, known for his non-traditional approach to governance, directed the Head of Service, Mr. Benson Ojeikere, to fast-track all necessary documentation to enable the 19 top-performing graduands begin work with the Abia State Civil Service by Monday, May 12, 2025.
"There are about 16 of you in those three groups, and I also saw three of you receive awards just now. That brings the number to 19,ÔÇØ Governor Otti stated during the event. "Prepare the paperwork. I will temporarily lift the employment ban just to employ these ones and shut it back.ÔÇØ

The Governor further handed over laptop computers to all 509 ICT graduands, enabling them to immediately begin applying the skills they acquired during the intensive three-month training programme. He explained that the state government is focused on building a generation of independent, job-creating digital professionals-rather than continuing with the outdated "keke empowermentÔÇØ schemes that previously defined youth initiatives.
"Rather than giving you fish, we want to give you the tools to fish,ÔÇØ Otti declared. "Gone are the days of tricycle giveaways. Today, we empower you with skills to compete globally. You can now sit in Umuahia and work for Google or Microsoft.ÔÇØ

In a further demonstration of commitment, Governor Otti announced a second batch of 850 trainees-50 from each of the 17 LGAs-will be selected for the next round of the TechRise training, with LearnFactory Nigeria continuing as the technical partner.
The Governor also tasked the Chief Strategy Officer to maintain a digital monitoring platform that will track the progress of the 509 graduands, support them with follow-up mentorship, and possibly connect them with global tech firms.

"We must ensure that what you've learned prepares you to compete in a world that changes every minute. What we've done here is not a ceremony-it's a launchpad,ÔÇØ Otti said.

A Movement, Not Just a Programme

Prince Uzor Nwachukwu, Commissioner for Local Government and Chieftaincy Affairs, described the initiative as "more than a trainingÔÇØ-a movement to unlock the potential of Abia's youth.

"This programme is a strategic leap into the digital future. It's not just training, it's positioning our youth to become relevant and competitive in the 21st-century digital economy,ÔÇØ he stated.

According to LearnFactory CEO, Engr. Chibueze Ukaegbu, the training covered seven high-demand digital areas including Digital Animation, Artificial Intelligence, Web Development, UI/UX Design, and Data Science.

Graduands like Samuel Uchendu expressed gratitude to the Governor, describing the opportunity as "life-changing.ÔÇØ

"We've been trained in tech skills that we never had access to before. This is the kind of thing that changes the direction of a youth's life,ÔÇØ Uchendu said.
The graduation event was attended by top government functionaries, including commissioners, advisers, and family members of the graduands. Each participant received a certificate of completion alongside their laptop.
