In a historic move to redefine Abia State's power sector, Governor Alex Otti has signed the Abia State Electricity Bill into law, granting the state the authority to regulate its own electricity market. This groundbreaking legislation positions Abia as a leader in Nigeria's energy transition, paving the way for a sustainable and independent power ecosystem.

The signing ceremony was attended by key government officials, including the Speaker of the Abia State House of Assembly, Rt. Hon. Emmanuel Emeruwa, and other high-ranking state executives.
How the New Electricity Law Will Revolutionize Abia's Power Supply

Governor Otti emphasized that the law will support the state's power initiatives, ensuring long-term energy solutions that will stand the test of time. He revealed plans to establish the Abia State Electricity Regulatory Authority (ASERA) to oversee power generation, distribution, and regulation within the state.

"With this law, Abia now has full control over its power sector. The state government will soon finalize an MoU to extend electricity to the remaining eight LGAs not covered by the Aba Ring-Fence, in partnership with Geometric Power Limited," Governor Otti announced.

The governor outlined ambitious plans to create a Umuahia Ring-Fence, which will further expand access to reliable electricity across the state.

"Our dream is to generate sufficient electricity for Abia and even wheel surplus power to other states in the Southeast and South-South while generating revenue," Otti stated.

The Journey to Abia's Electricity Autonomy

Governor Otti recounted that Abia began working on the Electricity Bill in late 2023 after the Electricity Act of 2023 was passed at the national level under former President Muhammadu Buhari. He noted that Abia was uniquely positioned for this move due to its existing ring-fence energy model, a system that integrates power generation, transmission, and distribution.
"Abia State is probably the only state with a ring-fence area in Nigeria. With our partnership with Geometric Power, we can extend electricity beyond Aba to Umuahia and other key areas without major infrastructure overhauls," Otti explained.

Presenting the bill for signing, Speaker Emeruwa described the law as a major milestone in Abia's economic development. He emphasized that the House of Assembly was committed to supporting the governor's vision of transforming Abia's electricity landscape into a business-friendly environment.

"We understand the governor's vision for Abia, and this bill is a big step in creating a thriving electricity market that will attract investors," Emeruwa said.
Commissioner for Power and Public Utilities, Mr. Ikechukwu Monday, stated that the law aligns with the Electricity Act 2023, which empowers states to regulate their electricity markets. He highlighted that the legislation provides for power generation, infrastructure protection, and local investor participation.

"This law will not only regulate our power sector but will also encourage local investment and ensure energy security," the commissioner noted, commending Governor Otti's proactive approach.
