Otti Takes Bold Step to Revive Abia's Capped Oil Wells, Targets $1 Billion Revenue

Abia State Governor, Dr. Alex Otti, has taken a decisive step toward unlocking the state's oil potential by leading a delegation to engage with the Nigerian National Petroleum Corporation (NNPC) and NNPC Upstream Petroleum Limited (NUPLC) authorities. The move aims to fast-track the re-entry into Abia's capped oil wells, which have remained dormant since 2001.

Speaking during a meeting with the leadership of the Petroleum Technology Association of Nigeria (PETAN) on Tuesday, March 4, Governor Otti reaffirmed his administration's commitment to reviving the state's oil sector. PETAN, led by its Chairman, Engr. Wole Ogunsanya, visited the governor to present updates on their partnership with the state government under ABTAN Energy Ltd, a Special Purpose Vehicle (SPV) established to spearhead oil production in the region.
Abia Set to Pump 20,000 Barrels Daily, $1 Billion Revenue Expected in Five Years

ABTAN Energy Ltd has projected an initial daily oil production of 20,000 barrels, with an estimated reserve of 100 million barrels of crude oil in the capped wells. With the global oil price currently at $75 per barrel, Governor Otti described the venture as highly profitable and a major economic boost for Abia State.

"I'm very glad that you have reached this level of progress within a year since our initial discussions. Your presentation was clear, concise, and realistic. Currently, crude oil stands at $75 per barrel; it was previously above $100 and might fluctuate, but even in the worst case, it is unlikely to drop below $55. This project remains a highly viable and profitable venture," Otti stated.

He assured PETAN of his unwavering support, adding that the Honourable Commissioner for Petroleum and Mineral Resources has been directed to oversee the successful execution of the project.
Governor Otti to Engage NNPC GMD for Direct Approval

Governor Otti revealed that he has personally discussed the project with key authorities at the federal level, who have expressed optimism about the initiative. However, he insisted that a direct engagement with the Group Managing Director (GMD) of NNPC is necessary to expedite approvals and ensure that all bureaucratic bottlenecks are addressed swiftly.

"The courtesy visit to NUPLC should happen as soon as possible, but beyond that, we should also meet with the Group Managing Director of NNPC. We need to escalate this discussion to the highest level. Even though he is already aware of our plans, engaging him directly will accelerate the process.

"I am aware that some of our oil wells were capped as far back as 2001. Re-entering these wells and conducting a full-scale operation will require time. The sooner we start, the better. Time waits for no one, and Abia must not be left behind," Otti emphasized.

PETAN Hails Abia's Business-Friendly Environment
Engr. Wole Ogunsanya, in his presentation, described Abia's crude oil as "sweet oil," according to the American Petroleum Institute (API) standards, making it highly valuable and easy to refine. He commended the Governor for his commitment to creating a business-friendly environment and urged him to join their delegation to NUPLC to finalize the necessary procedures.

"This initiative will not only boost Abia's economy but will also be the first of its kind in Nigeria. We project that this project will generate over $1 billion in revenue within the first five years of operation," Ogunsanya stated.

He also lauded Governor Otti's administration for its impressive infrastructural developments across the state and for fostering an enabling business climate that encourages investments.

Abia's Commissioner for Petroleum and Mineral Resources, Prof. Joel Ogbonna, expressed gratitude to Governor Otti for his visionary leadership, revealing that the project has already attracted significant interest from potential investors.

Similarly, the Publicity Secretary of PETAN, Engr. Dr. Innocent Akuvue, commended the Governor for his transparency in governance. He noted that unlike in other states where personal interests of public officials stifled investment initiatives, Abia's approach has been purely for the benefit of its citizens.

"In our dealings with various states, we have seen how personal interests have killed promising projects. But here in Abia, the reverse is the case. Everything is being done transparently and with the interest of the people in mind. We are excited to work with a government that prioritizes development over personal gains," Akuvue stated.
The meeting was attended by several top government officials, commissioners, and industry stakeholders who expressed confidence in the partnership's success.
