RAYMOND ALIGA: Abia Judicial Panel Decries Illegal Allocation Of Govt Properties | More Details Revealed

The Abia State Judicial Panel of Inquiry on the Recovery of Government Properties, has decried the illegal allocation of government land and facilities to individuals.

The chairman of the panel, Hon. Justice Ikwuoma Duruoha- Igwe (Rtd) FCARB, stated this on Wednesday 27th march 2024 at the Old Government House Umuahia, Abia state.

Speaking at the sitting of the panel, the representative of the Hon. Commissioner Ministry of Lands and Housing, Mr Augustine Ucheibe who happens to be the Director of Lands, stated that the title (CoO) given to Mr Raymond Aliga for the property located at No: 12 Okpara Avenue was revoked and is now in the name of Abia state government.

According to Ucheibe, Raymond Aliga acquired the title after ASOPADEC sold the said property to a certain Enjoy International Limited.

"In 1997, the land was allocated to Late Captain Joe Igboamaghi Agu, who paid all statutory feesÔÇØ

"In 2007, the then government under Dr. Orji Uzor Kalu, directed that the land be sold to SLOCK Nigeria LimitedÔÇØ

"However, this was wrong because the late Captain Joe Kalu Igboamaghi Agu was the owner of No:12A Okpara Avenue, meanwhile the then governor's directive was to sell No: 12 Okpara AvenueÔÇØ

"The correction was subsequently made allowing late Captain to enjoy the ownership of No: 12A Okpara Avenue, as he has a Certificate of Occupancy (C of O).

In his words, "late captain sold the said property to Chief James Chigbundu, James Chigbundu then sold the property to ASOPADEC in 2017ÔÇØ.

"In 2017, ASOPADEC also sold the land to Enjoy International LimitedÔÇØ

"Then on June 12th 2017, a letter of offer was given to Raymond Aliga for the property. In 2017 by revocation order dated 21st August 2017, the same plot 12A was revokedÔÇØ

"However, Raymond Aliga processed and was issued a Certificate of Occupancy for the property, but by the revocation order dated 4th March 2024, the title granted to Aliga was revoked".

Mr Augustine Ucheibe said no compensation has been made, except a receipt dated 6th February 2018 for Enjoy International Limited for the sum of One Hundred Million Naira as compensation for the company's property at 12A Okpara Avenue old GRA. He could not confirm whether the money was paid or not, but he submitted the receipt to the panel.
