Governor Alex Otti's commitment to pension reform in Abia State has garnered praise from PenCom. With the signing of the Abia State Pension Reform Law 2024, the state aims to secure pensioners' future and set a precedent for the South-East region.

The National Pension Commission (PenCom) has commended Governor Alex Otti, OFR, of Abia State for his commitment to establishing a sustainable and effective pension scheme designed to outlive his administration. The commendation was delivered on Tuesday, December 3, 2024, at Governor Otti's Umuehim Nvosi country home during a working visit led by PenCom's Director-General, Ms. Omolola Bridget-Oloworaran, alongside top officials.

Governor Otti recently signed the Abia State Pension Reform Law 2024 passed by the Abia State House of Assembly, marking a significant step toward institutionalizing the Contributory Pension Scheme (CPS). This reform aims to clear the backlog of pension arrears and ensure the seamless disbursement of pensions to retirees.

During the visit, Ms. Bridget-Oloworaran expressed her admiration for Governor Otti's bold steps. "I am pleased with the progress Abia State has made by passing the State Pension Reform Law 2024 and clearing long-standing pension arrears. Your commitment to ensuring that the CPS endures beyond your tenure is exemplary,ÔÇØ she stated.

Challenges and Recommendations

Ms. Bridget-Oloworaran highlighted key areas for improvement, including biometric verification of employees, coordination with Ministries, Departments, and Agencies (MDAs) to generate employer codes, establishing a functional Pension Board, and integrating pensioners into the state's health insurance scheme.

She noted that Abia could set a precedent for the entire South-East region, where no state is fully compliant with the CPS. "If Abia moves swiftly, it will set an example across the South-East and the country, given the controls being implemented,ÔÇØ she said.

Governor Otti's Response

Governor Otti thanked the PenCom team for their guidance and positive feedback. He emphasized his administration's dedication to pensioners, recounting the backlog of unpaid pensions dating back to 2014. "We found pensioners owed for years and felt it was our duty to restore their dignity. Today, about 12,500 pensioners receive their full pensions monthly,ÔÇØ Otti remarked.

He reaffirmed his commitment to creating a system that guarantees regular pension payments regardless of who is in power. "Our goal is to build a system where pensioners are assured of their monthly stipends, enabling them to lead normal lives,ÔÇØ he added.

Health Insurance for Pensioners

Governor Otti also discussed integrating pensioners into the Abia State Health Insurance Scheme. "We have set aside 500 million as a matching fund for civil servants in the health insurance program. Our next step is to include pensioners, ensuring they benefit from accessible and effective healthcare, he noted.
