Born on April 25, 1967, in Iye-toro Gbede, Ijumu Local Government Area of Kogi State, Amupitan comes from the North-Central region of Nigeria but belongs to the Yoruba-speaking part of Kogi, a detail that has generated public discussion since his nomination.

However, away from ethnic sentiments, the new INEC Chairman boasts an impressive track record in law, academia, and public service.

He earned his LL.B (Hons) from the University of Jos in 1987, attended the Nigerian Law School and was called to the Bar in 1988. Not stopping there, he obtained his Master's degree (LL.M) in 1993, and his PhD in Law in 2007, both from the same university.

Amupitan joined the University of Jos as an Assistant Lecturer in 1989, and by 2008, he had risen to the prestigious rank of Professor of Law. His areas of specialization include Corporate Governance, Law of Evidence, Corporate Law, and Privatisation Law.
A scholar of repute, Professor Amupitan has published numerous legal texts, supervised several postgraduate theses, and contributed to shaping Nigeria's legal education.

In 2014, he was conferred with the distinguished title of Senior Advocate of Nigeria (SAN) - one of the highest honours in the Nigerian legal profession - in recognition of his academic excellence and legal contributions.

Over the years, he has served in various administrative and leadership roles, including Deputy Vice-Chancellor (Administration) of the University of Jos. He currently serves as Pro-Chancellor and Chairman of the Governing Council at Joseph Ayo Babalola University (JABU), Osun State - a role he took up in December 2023.
He has also represented the academic and legal community on several national platforms, such as the Council of Legal Education, the Nigerian Institute of Advanced Legal Studies, and on corporate boards and professional associations.
