Governor Alex C. Otti, OFR, has reaffirmed his administration's commitment to building a future driven by innovation, skills, and opportunity, declaring that the destiny of Abia State rests squarely in the hands of its young people.
Speaking at the closing ceremony of Cohort 2 of the TECHRISE ICT and Digital Skills Development Programme, held on Saturday, December 20, 2025, at the JAAC Building Auditorium, Ogurube Layout, Umuahia, Governor Otti said the programme reflects his government's belief that leadership is not about handouts, but about creating platforms that allow talents to rise and thrive.

Governor Otti recalled that when his administration made bold promises about Abia's future, the outlook was far from encouraging. However, he said unwavering faith in the energy, discipline, and sacrifice of Abia youths shaped the resolve to pursue victory and change.

According to him, the core duty of leadership is to "hold the ladder for those who dream and watch them climb,ÔÇØ a philosophy that gave birth to TECHRISE as a practical empowerment vehicle rather than a token programme.

The governor explained that TECHRISE represents a shift from traditional empowerment models to a technology-driven approach, acknowledging that education has evolved beyond classroom walls into a multi-channel digital experience.

He stressed that technology has broken long-standing barriers to learning and professional growth, opening doors for young people to acquire skills, compete globally, and build sustainable careers irrespective of location.

Governor Otti disclosed that 849 trainees successfully completed the rigorous three-month programme, gaining competencies in areas such as full-stack development, cybersecurity, digital arts and animation, mobile app development, data science, and AI engineering.
He praised the discipline and commitment of participants, noting that many travelled from different parts of Nigeria to be part of the programme, while also offering condolences to the family of Princewill Chialuka Ogbonna, a trainee who passed away shortly after completing the course.

In a major announcement, the governor revealed that all graduates would return home with laptops, enabling them to immediately begin the next phase of their careers. He also disclosed that 50 outstanding graduates would be absorbed into relevant ministries, departments, and agencies, subject to civil service requirements.
Governor Otti added that his administration has directed the civil service to design a reward system capable of attracting and retaining top tech talents to support government digital transformation efforts.

The governor further outlined ongoing investments in broadband expansion, including the completed Umuahia Dedicated Internet Access and WAN Project, and the recently flagged-off Abia State Duct Infrastructure Development Project in Aba.

He said these investments are aimed at creating an enabling environment where entrepreneurs, students, artisans, professionals, and remote workers can operate effectively and contribute to economic growth.

Governor Otti assured that TECHRISE would continue to evolve, stressing that feedback from the first two cohorts would guide improvements. He reiterated his administration's goal of making Abia the best place to live, work, and innovate, driven by strategic investments in infrastructure, security, and human capital.
He charged the graduates to repay the state's investment in them by committing their skills to activities that improve Abia's economic outlook.
