A preliminary report released by Yiaga Africa has revealed that vote buying and logistical inefficiencies significantly impacted the conduct of the 2026 Federal Capital Territory (FCT) Area Council Elections.

The elections, conducted by the Independent National Electoral Commission (INEC), covered the six Area Councils of the FCT, including chairmanship positions and 62 councillorship seats across the territory.

While the civic group acknowledged that the polls were largely peaceful, it warned that systemic administrative lapses and monetary inducement threatened the credibility and inclusiveness of the process.

Yiaga Africa disclosed that its trained and duly accredited roving observers documented incidents of vote buying in several polling units.

According to the group, despite prior assurances and directives issued by INEC to security agencies to identify and apprehend both vote buyers and sellers, the illicit practice reportedly persisted.

The organization described vote buying as a "persistent menaceÔÇØ that continues to expose the electoral process to undue monetary influence, thereby undermining voter independence and democratic accountability.

Observers deployed as early as 7:30 a.m. reported widespread delays in the commencement of accreditation and voting.

As of 9:00 a.m., set-up activities were still ongoing in the majority of polling units observed, indicating non-compliance with prescribed electoral timelines.

The situation was particularly pronounced in the Abuja Municipal Area Council (AMAC), especially in Wuse and Gwarinpa wards, where accreditation and voting reportedly commenced around 10:00 a.m. due to late deployment of personnel and materials.
Although critical election materials such as BVAS devices and voter registers were largely available, observers flagged irregularities in certain locations. In Polling Unit 004, Wuse Ward, Zone 2 Primary School, the voter register was initially unavailable and only produced after objections were raised.
Additionally, voting cubicles were absent in some polling units in Abaji Area Council, while an ink pad required for voting was reportedly missing in one observed unit.
Yiaga Africa further noted that the relocation of polling units and creation of new ones were not accompanied by timely and adequate communication.
Although INEC reportedly sent SMS notifications to affected voters, many messages were delivered on Election Day, with some arriving hours after voting had commenced.

This development caused confusion, congestion, and overcrowding at several polling locations, as voters spent significant time attempting to identify their designated units.

The group warned that such administrative shortcomings could result in voter disenfranchisement and reduced public confidence in the electoral framework.

The report also cited instances where polling units closed before the official 2:30 p.m. deadline, contrary to electoral guidelines which mandate that polling must remain open until the stipulated time or until the last voter on queue casts a ballot.

While security presence was described as heavy in some areas, Yiaga Africa observed that in certain instances, it impeded the movement of accredited observers and restricted citizen access to polling units.

The group cautioned that excessive security deployment, if not properly managed, could create unintended barriers to voter participation.

Despite the largely peaceful atmosphere, Yiaga Africa reported generally low voter turnout across most polling units observed.

The organization stated that the combination of late openings, administrative confusion, and possible voter apathy may have contributed to the poor participation levels recorded.

Yiaga Africa's preliminary findings underscore the urgent need for reforms in logistics coordination, voter communication, and enforcement against electoral malpractice.
While acknowledging INEC's efforts in deploying key materials and conducting the election in a relatively calm environment, the group emphasized that the persistence of vote buying and procedural lapses raises significant concerns about electoral integrity in the FCT.
The organization indicated that a comprehensive final report would provide further analysis and recommendations.
