PORT HARCOURT, NIGERIA - May 13, 2025 - In a bold declaration that is already raising eyebrows across political circles, Ibok-Ete Ibas, the Sole Administrator of Rivers State, has stated that his administration is laying a "solid foundation for good governanceÔÇØ amid a turbulent political climate in the state.

Speaking on Monday while declaring open a four-day leadership training workshop organized in collaboration with the prestigious National Institute for Policy and Strategic Studies (NIPSS), Ibas told senior public officials in Port Harcourt that his interim government is not just a caretaker administration, but a reformist force meant to reposition Rivers State for long-term transformation.

"We are not here to manage a crisis; we are here to rebuild institutions,ÔÇØ Ibas said, addressing a gathering of permanent secretaries, directors, and local government administrators.

The leadership workshop, which brought together key players from across ministries and local councils, marks the first high-level policy and governance engagement since President Bola Ahmed Tinubu imposed emergency rule and appointed Ibas as sole administrator on March 18, 2025. The political intervention followed months of escalating conflict among warring factions in Rivers' power corridors, leading to a near breakdown of legislative and executive functions.

While critics have questioned the legitimacy and constitutionality of the emergency declaration, Ibas is pushing ahead with what he calls a "governance reset.ÔÇØ

"This administration is committed to building strong institutions, promoting efficiency, and fostering a results-driven public service,ÔÇØ he said, adding that the current political vacuum offers a "rare opportunityÔÇØ to reengineer the foundations of governance without political interference.

According to him, the leadership workshop is not a ceremonial gesture but a tactical investment in capacity building for top bureaucrats expected to drive a new culture of public service.

Ibas called on participants to fully embrace the training, saying it was tailored to equip them with tools to lead through complexity, champion reforms, and strengthen local government autonomy.

Observers, however, believe the focus on local government reform could be a veiled attempt to gain tighter control over grassroots political structures, especially ahead of a potential transition to civilian governance.

"This training is designed to equip you with the insights necessary to deliver meaningful results to our communities. I urge you to embrace it with a clear commitment to translate learning into action,ÔÇØ Ibas said.

He added that frequent, relevant training is key to breaking the cycle of poor service delivery, stagnation, and bureaucracy that has crippled governance across several states.

But not everyone is convinced. Some political stakeholders argue that while the workshop may appear developmental on the surface, it could serve as a strategic cover for deeper political realignments happening behind the scenes in Rivers State.

Since Ibas assumed office under controversial circumstances, Rivers State has remained deeply polarized. Questions continue to swirl around the legality of the President's intervention, the sidelining of elected officials, and the growing concern that democracy in the state is being undermined by executive fiat.

Nonetheless, Ibas appears unfazed. "We are laying a foundation that will serve not just the present generation but generations to come,ÔÇØ he said confidently.

The workshop continues through the week, with facilitators from NIPSS expected to deliver sessions on public sector innovation, institutional resilience, and decentralized governance.
