Senator Abba Moro Decries Envelope System Of Budgetary Allocation To Military
Senator Abba Moro, representing Benue South and the vice chairman, Senate committee on Military has cautioned against envelope system of budgetary allocation to the military.
Senator Abba Moro told newsmen after his defense of the budget before the Senate committee on Appropriation that security agencies should not be part of the envelope system of budgeting .

He explained that if security agencies are removed from the budgetary system of fund allocation, they would have enough resources to tackle current security challenges in the country.

Senator Moro appealed to the Senate committee on Appropriation to increase the military budget for optimal service delivery.

In his remark, chairman Senate committee on Appropriation, Senator Jibrin Barau, who decried paucity of funds , however promised that the committee would do whatever possible in the interest of the country.

Senator Abbo Moro said "Nigerian army who is saddled with the responsibility of not only worrying about external aggression, but maintaining internal security. And that is the job that they have been doing for quite some time now, and I think it becomes very, very important that we should, within our budget provisions make adjustments to accommodate all the requirements for the successful operation of the war against insurgency.

"The total budget is about 600 billion, as it is now, otherwise, from the envelope system, we have 32.1 billion naira for the Nigerian army. For those who have always advocated and as part of the recommendation that we're making today to their provisional committee that the Nigerian army, given its contingent situations now should be removed from the envelope system. And if we continue to rely on the envelope system, when we have emergencies, then definitely we'll not be able to cater for it.

"Even if we must maintain the envelope system in other sectors, the security agencies responsible for internal security and external aggression should be removed from the envelope system. That is the recommendation we made, he said.
